From March through September 2026, icare will be implementing significant changes to the Home Building Compensation (HBC) system.

Throughout the changes Action Insurance Brokers (AIBG) will remain your dedicated Service Provider. We will continue to support our clients and anyone seeking guidance. Our specialist assistance in HBC Insurance will ensure you have the clarity and confidence to navigate these updates with ease.

What’s Changing in 2026? 
MARCH 2026 - iCare Major System Updates
- Extended ASR (Automated Scorecard Review)
- ASR now applies to builders with Open Job Value (OJV) up to $12M.
- Three ASR tiers introduced:
- Tier 1: $1.5M–$3M
- Tier 2: $3.5M–$8M
- Tier 3: $8.5M–$12M
- Decommissioning of BCRP (Building Contract Review Program)
- BCRP phased out from March 2026 due to duplication and limited value.
- Builders currently under BCRP will be contacted for transition arrangements.
SEPTEMBER 2026 - Full Transition to New Portal
- BCRP Fully Removed
- No contract review requirement for onboarding.
- Streamlined eligibility process for all builders.
- Approved Distributor Role Changes
- icare will no longer have Approved Distributors to manage Eligibility manually.
- Action Insurance Brokers will assist with builder submissions via icare HBCF Portal or Builder Self-Service Portal (BSSP), where builders have signed a direct agreement with Action for portal support.

How’s this going to affect me?
Following execution of the Action Insurance Brokers Agreement and approval of portal access, services will continue as normal, with our Action Team responsible for managing eligibility, project applications, and all Home Warranty matters.
How will I complete the Agreement?
We will use electronic delivery of our concise Agreement for you to view and sign with ease on your mobile
When will these changes take effect?
These changes will take effect progressively between 2 March and the end of September 2026. Builders and trades will be migrated to a new portal and will be notified by icare once their transfer has been completed. At that time, you will be required to sign the Agreement we have provided to enable us to continue managing your Home Warranty Insurance on your behalf.
How are you going to manage my Portal?
By signing the Agreement, you authorise us to access your portal, enabling us to continue managing your Project Applications and Eligibility matters on your behalf. We will shortly send you the Agreement and guidance on how we can continue delivering the same level of service you receive today.
Do I still complete my Project Applications and email them to you?
Yes, please continue to email us all project applications so we can review them for completeness and accuracy. This allows us to ensure all required information and supporting documentation are correctly provided before we submit the application to icare on your behalf through the portal.
Is it going to take longer processing Project Applications?
No. Once you have emailed us your completed and accurate project application, along with all supporting documentation, we will enter the information into the icare system on your behalf. Provided there are no compliance issues, you can expect a response within 24–48 hours.
Who is looking after my Eligibility, how do I apply for an Increase?

Is HBW still going to be involved?
Once you have been transitioned to the New iCare Portal, HBW will NO longer act as a Distributor for HBC Insurance. All assistance and advice relating to Home Warranty Insurance will be provided directly by us, Action Insurance, as your appointed Service Provider
